Polk County provides a broad range of services including law enforcement, child support collection and child protection, transportation and nutrition programs for senior citizens, maintenance of a 515 mile highway system, provision of public health services including immunization and restaurant inspections, monitoring and safeguarding of the County`s environmental resources, promotion of orderly development through planning and zoning, operation of the county detention center and court system, provision of assistance to veterans, the elderly and disabled, operation of a long-term care and rehabilitation facility, and management of 5 county parks, a recycling center, and 17,144 acres of county forest land. The county does so through the efforts of just over 500 employees organized into 23 departments and funded by a $53 million annual budget. Located in northwestern Wisconsin, Polk County contains an incredible variety of natural beauty in its lakes and rivers, small towns, rolling hills, farms and forests. The county is bordered on the west by the St. Croix River, a federally designated wild and scenic river, with the magnificent St. Croix Dalles forming the heart of Interstate State Park. Peacefully rural in nature, the county has no city with a population over 3,000. Polk County was organized in 1853, and over the past decade has been one of the fastest-growing counties in Wisconsin. It has a diverse economy with a mix of agriculture, tour-ism, manufacturing, and services. The Downtown Memphis Commission (DMC), formerly known as the Center City Commission, is the organization charged with advancing Memphis and Shelby County by making Downtown Memphis a better place to work, live, learn, invest and visit. The DMC is an independent development agency that is not funded by City or County taxes. The DMC is primarily funded by a special assessment on commercial properties in the Central Business Improvement District (CBID), the area referred to as Downtown Memphis, and fees paid by private Downtown developers. All of Memphis and Shelby County benefit from the work done by the DMC, but citizens and property owners outside of Downtown do not contribute to the DMC`s operations or incentives. The DMC`s aim is to attract more people to Memphis and Shelby County with a vibrant Downtown that is densely populated, authentic, mixed-use, walkable, clean, safe and fun. The City of Memphis and Shelby County governments established the Downtown Memphis Commission to capitalize on Downtown`s role as the economic, cultural, and governmental heart of the city and county. The DMC is the official partnership between local government and the private business community in Downtown`s development.

Since 2001, the Office of Indigent Defense Services (“IDS”) has overseen legal representation for indigent defendants and others entitled to counsel in North Carolina. Created by an act of the N.C. General Assembly, the organization works daily to make real the Constitution`s right to counsel for those charged with crimes or who face significant deprivations to their liberty. IDS trains, qualifies, and sets performance standards for attorneys, as well as determines the most appropriate and cost-effective methods for delivering legal defense services in each of the state`s judicial districts. It is committed to recruiting North Carolina`s most talented attorneys to represent indigent defendants and to providing those attorneys with the resources they need to be effective. IDS works diligently to anticipate and resolve systemic issues that impact defenders and their clients. For two decades, it has distinguished itself nationally as a leader in the development of innovative, high quality, cost-effective, and accountable indigent defense programs. Many states, including Georgia, Texas and Virginia, have looked to IDS`s example and establishing act for guidance in improving their own defense systems. The organization`s programmatic work includes efforts to increase communication and resource-sharing with the private bar; the development of legal training programs, often in partnership with the UNC School of Government; the establishment of a specialized Office of the Juvenile Defender; and the creation of performance guidelines for appointed counsel across a number of practice areas. IDS also works regularly with the Offices of the Capital Defender and Appellate Defender to recruit and evaluate attorneys for their respective rosters, ensure their appointments in a timely and equitable manner, and to support them with expert services. IDS and its staff are committed to the continued delivery of quality legal services to indigent persons throughout North Carolina.
