The government of Illinois, under the Constitution of Illinois, has three branches of government: executive, legislative and judicial. The executive branch is split into several statewide elected offices, with the Governor as chief executive, and has numerous departments, agencies, boards and commissions. Legislative functions are granted to the General Assembly, composed of the 118-member House of Representatives and the 59-member Senate. The Green Mountain Care Board, created by the Vermont Legislature in 2011, is working to ensure that our health care system provides quality, affordable health care to all Vermonters while reducing waste and controlling costs. The Legislature assigned the GMCB three main responsibilities: regulation, innovation, and evaluation. The GMCB regulates not only health insurance rates, but also hospital budgets, Accountable Care Organizations, and major capital expenditures.
