The Texas State Legislature authorized the creation of local transit authorities in 1973. In 1978, Houston-area voters created METRO and approved a one-cent sales tax to support its operations. METRO opened for business in January 1979. The Authority has transformed a broken bus fleet into a regional multimodal transportation system. Communities that are part of the METRO area include the cities of Houston, Bellaire, Bunker Hill Village, El Lago, Hedwig Village, Hilshire Village, Humble, Hunters Creek, Katy, Missouri City, Piney Point, Southside Place, Spring Valley, Taylor Lake Village and West University Place. Major portions of unincorporated Harris County are also included.

The Office of Contracting and Procurement (OCP), under the direction of the Chief Procurement Officer, was established by DC law in 1997 and provides contracting services for selected agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the purchase of approximately $5.2 billion in goods, services and construction annually, on behalf of over 76 District agencies. In its authority under the Procurement Practices Reform Act of 2010 (PPRA), OCP is responsible for both establishing procurement processing standards that conform to regulations, and monitoring the effectiveness of procurement service delivery. Procurement processing and management is executed by procurement professionals who are assigned to agency worksites to directly collaborate with program staff throughout the entire procurement process. OCP`s core programs include the DC Supply Schedule, Purchase card (P-Card) program, and the surplus property disposition and re-utilization program. OCP`s learning and certification programs support ongoing development of staff proficiency and procurement service quality.
Texas is the second-largest state in the country, in terms of population. Managing public health and related matters for this large and fast-growing population is the responsibility of the the Texas Health and Human Services Commission (“HHSC”). HHSC has about 12,800 employees, and a 2016 all-funds budget of $29 Billion. HHSC provides direct administration of Medicaid, the Children`s Health Insurance Program (CHIP), and SNAP food benefits, and also provides administrative oversight of other state agencies, including: * Department of Aging and Disability Services (DADS) , * Department of State Health Services (DSHS) , * Department of Assistive and Rehabilitative Services (DARS) , and, * Department of Family and Protective Services (DFPS) . The HHS System consolidated budget, including HHSC and the four agencies under it, is about $42 Billion per year all funds, with about 58,000 employees. In dollar terms, the single-largest component of HHSC is Medicaid/CHIP. By the fall of 2016, about 90% of all Texas Medicaid/CHIP beneficiaries will be enrolled under full-risk capitated managed care. Including Federal dollars, managed care in Texas Medicaid/CHIP is presently about $20 Billion per year in premiums, covering some 4 million beneficiaries, and contracting with over 20 managed care organizations.
