About the Company

The Colorado Statewide Internet Portal Authority (SIPA) was created in 2004 by the Colorado General Assembly with a mandate to provide efficient and effective e-Governement services for eligible governmental entities (EGE) and residents in Colorado through the use of modern business practices and innovative technology solutions. SIPA is a self-funded, body corporate and political subdivision of the state. The SIPA board is comprised of elected officials, government stakeholders and private sector associates. SIPA serves as the oversight body of the Colorado.gov portal which is the gateway to Colorado governments and is intended to be Colorado`s single most comprehensive delivery channel for e-Government services.

 

About the Person

Mike Whatley joined SIPA as the Chief Technology Officer, a new position in August, 2015. Mike’s responsibilities include implementing a technology strategy that supports SIPA’s mission of improving digital solutions with cost savings results. Additional responsibilities will include serving as a technology liaison with various stakeholders and contract oversight and negotiation with the vendor community.  Mike has a 20 year career in Colorado State Government serving in Senior Executive roles at the Office on Information Technology as well as the Chief Information Officer both at the Department of Regulatory Agencies and Department of Natural Resources. Before Mike’s state career, he worked in a variety of research, legal and federal contract support functions implementing technology solutions for Bureau of Indian Affairs, U.S. Geological Survey and the State of Wyoming. Mike has both B.S and M.S degrees from Texas A & M University.
