The Colorado Statewide Internet Portal Authority (SIPA) was created in 2004 by the Colorado General Assembly with a mandate to provide efficient and effective e-Governement services for eligible governmental entities (EGE) and residents in Colorado through the use of modern business practices and innovative technology solutions. Alabama Secretary of State
