About the Person

John P. Skudlarek is the Deputy Chief Information Officer at the Federal Communications Commission. He is responsible for developing and coordinating FCC information technology plans; establishing and administering IT policies, procedures, and standards; planning and managing IT architecture; directing stakeholder outreach, coordination, and requirements development; overseeing budget and capital planning; approving IT acquisitions; and managing enterprise-wide information management activities. With the CIO, Mr. Skudlarek manages and coordinates implementation of the FCC's seven modernization tracks: Improve Secure Employee Telework and Mobility; Secure Internal and External Collaborations; Strengthen FCC's IT Security Posture; Transform Access to FCC Enterprise Data; Modernize Legacy Systems and Tracking; Improve FCC.gov and Complaint Reform; and Increase Transparency and System Usability. He joined the FCC in May, 2014. Mr. Skudlarek was Deputy CIO at the National Telecommunications and Information Administration, United States Department of Commerce, from 2012 to 2014. He oversaw IT budget planning and execution, enterprise planning, governance, acquisition, and information assurance activities in support to NTIA's Spectrum Management, Internet Policy-making, and Broadband Expansion missions and supported stand-up of the First Responder Network Authority. He was instrumental in improving NTIA's IT acquisition performance and information security posture. Mr. Skudlarek served as IT Portfolio Manager for the United States Pension Benefit Guaranty Corporation from 2010 to 2012. He directed PBGC IT Capital Planning and Portfolio Management activities for over $100 million in IT investments and served as Chair of the Agency's IT Investment Review Board. During 2009, Mr. Skudlarek served as a Senior Enterprise Architect supporting the DoD Chief Information Officer's Enterprise Architecture and Standards Directorate. He was played a key role in standing up the CIO's DoD-wide Architecture and Standards Review Group, developed and coordinated DoD policy on Enterprise Architecture implementation, and authored Departmental performance objectives as a member of the CIO's strategic planning working group. From 2006 until 2008, Mr. Skudlarek was Chief Information Officer of the Defense Security Service. At DSS, John provided IT capabilities to over 120,000 government and industry security professionals supporting over four million cleared individuals and 12,500 cleared contractor facilities. He managed the development and operations of multiple enterprise IT systems including the Joint Personnel Adjudication System (JPAS) and Industrial Security Facilities Database, and provided IT services to customers at over 70 locations nation-wide. Prior to beginning his civilian career, Mr. Skudlarek served in the U.S. Army, retiring as a lieutenant colonel. He served both as an Infantry Officer and as a member of the Military Intelligence Corps. John P. Skudlarek is a graduate of the Georgetown University School of Foreign Service. He earned a Master of Science in Strategic Intelligence degree from the Defense Intelligence College, Washington, DC and a Master of Science in Information Management degree from Syracuse University. Mr. Skudlarek also earned a Chief Information Officer Certificate from National Defense University. He holds Project Management Professional (PMP), Certified Information System Security Professional (CISSP) and Certified Authorization Professional (CAP) certifications. Mr. Skudlarek is a graduate of the French Joint Forces Staff College in Paris, France. He has ten years of overseas experience in Europe and Asia and speaks French and German. Mr. Skudlarek is a member the Fairfax County, Virginia, IT Policy Advisory Committee and served as Vice-President for Education of the Armed Forces Communications and Electronics Association's Northern Virginia Chapter. He was awarded the AFCEA International Meritorious Service Award in 2014.
