DCYF is a cabinet-level agency focused on the well-being of children. Our vision is to ensure that Washington states children and youth grow up safe and healthy—thriving physically, emotionally and academically, nurtured by family and community. DCYF is the lead agency for state-funded services that support children and families to build resilience and health, and to improve educational outcomes. We accomplish this by partnering with state and local agencies, tribes and other organizations in communities across the state of Washington. The Office of Compliance (OOC) is an independent, non-partisan agency established to administer and enforce the Congressional Accountability Act (CAA) of 1995. OOC administers and ensures the integrity of the dispute resolution system established to resolve disputes that arise under the CAA; carries out an education and training program for Congressional Members, employing offices, and Congressional employees to assist them in understanding their rights and responsibilities under the CAA; and advises Congress on needed changes and amendments to the CAA. The General Counsel of the OOC has independent investigatory and enforcement authority for certain violations of the CAA.
