This position serves as the Executive Vice President (EVP) and Chief Financial Officer (CFO) for BPA. Incumbent provides executive leadership to the Finance organization including establishing policy and standards in the areas of financial operations and risk management and providing financial strategic guidance, services, and support to enable BPA to fulfill its mission.
The executive is responsible for overseeing the Finance organization which provides services of financial planning, accounting, treasury, and reporting for the Federal Columbia River Power System (FCRPS) and BPA. Finance provides economic and analytical support for rate case and regulatory proceedings, and coordinates and executes all U.S. Treasury and non-federal financing programs. Finance has primary responsibility for relationships with federal and non-federal banking communities, rating agencies, investors and others in the financial community. Finance has primary responsibility for the development of agency internal and external budgets. Finance provides leadership in developing proposals and policies on strategic issues that affect the agency`s long-term financial integrity and competitiveness or that have an impact on customers, constituents, and other stakeholders. Finance reviews all draft non-procurement contracts and agreements that bind the agency or commit to the use of agency resources. Finance establishes financial policies and procedures for agency-wide guidance and internal control.
DUTIES: This position serves as the CFO, you will serve as the principal executive responsible for long range planning and execution of budget, financial, and accounting services and their integration throughout BPA. Duties include, but are not limited to:
• This position supervises the Executive Vice President (EVP) for Finance (Chief Financial Officer); the EVP for Corporate Strategy; the EVP for Compliance, Audit and Risk Management (including the Chief Compliance Officer, Chief Risk Officer, and Chief Auditor); the Communications Director; and the Director of Intergovernmental Affairs. This position is accountable for the executive leadership of these and other program areas in terms of strategic alignment; setting, monitoring and adjusting organizational goals; and for associated results and outcomes.
• Performance is evaluated in terms of BPA`s ability to accomplish its statutory mission through development and achievement of strategies, policies and goals with broad understanding, involvement and support of Bonneville`s various constituencies; and in terms of the efficiency of the organization, planning, and assignment of responsibilities with appropriate authority and accountability.
• The Deputy Administrator also serves as the principal policy adviser to the Administrator/CEO, bringing knowledge and experience to bear upon the industry, fiscal, political, regulatory, environmental and organizational opportunities and risks facing BPA and its stakeholders; and thereby recommending, devising and implementing policies to assure the vitality and effectiveness of the organization in the accomplishment of its mission in a dynamic business and political environment.
• Given the Deputy Administrator`s overall responsibilities related to strategic leadership and executive management of BPA`s external affairs, the position is responsible for ensuring widespread public engagement in the formulation of regional power policies, including ensuring that internal and external communication processes and systems are open, efficient and accurately portray BPA`s policies and objectives. Additionally, the position is responsible for maintaining continuing healthy executive-level relationships with representatives of public and private utilities, state and local governments, Tribes, Federal agencies, and others within the western United States on all matters related to BPA`s mission.
• The Deputy Administrator also participates jointly with the Administrator/CEO in broad policy-forming forums at the national level with officials of the Department of Energy, other Departments, and various congressional members and committees. The incumbent often represents BPA at the highest levels of government and private industry, and with authority to commit the organization.
