The U.S. Navy is comprised of more than 500,000 Sailors and civilians, nearly 300 ships and submarines, and more than 3,700 aircraft. Our Sailors serve on the water (aboard ships); under the water (aboard submarines); over the water (in planes and helicopters) and away from the water (ashore in the U.S. and around the world). Seventy percent of the earth is covered by water, 80 percent of the earth`s population lives near the ocean, and 90 percent of international trade travels by sea. The U.S. Navy meets threats far away, so those threats cannot harm our citizens at home. They protect and defend freedom around the world and also offer opportunities for a great career.
Barbara Hoffman was selected to serve as Department of the Navy Principal Deputy Chief Information Officer on Dec. 6, 2009. In this role, she is responsible for overseeing, managing and providing strategic guidance for the day-to-day information management and information technology/cyberspace activities of the DON CIO staff. Ms. Hoffman leads all DON CIO functional teams including Enterprise Architecture, Emerging Technology, Naval Networks and Enterprise Services, Cybersecurity, Critical Infrastructure, Investment Management, Information Sharing, Knowledge Management, Records Management, Enterprise Commercial IT Strategy and Cyber/IT Workforce. As Principal Deputy CIO, Ms. Hoffman also serves as the DON Senior Information Assurance Officer. Before being named Principal Deputy CIO, Ms. Hoffman served as the Director of Operations and was responsible for personnel management, comptroller management, facilities management, security requirements, internal and external communication, and contract oversight. At that time, Ms. Hoffman was also the Director of Investment Management for the DON CIO. In that capacity, she was the principal advisor responsible for the Department's IT investments. Her areas of responsibility included Portfolio Management, development of Functional Area Managers' architectures, DON IM/IT investment management review process, Clinger-Cohen Act confirmation, the DON IT budget, and IT inquiries from Congress. Previous to being Director of Operations and Director of Investment Management, Ms. Hoffman served as Team Leader, Acting Team Leader, and Program Analyst in the eBusiness/eGovernment and Smart Card areas from 1997 to 2004. She was the principal advisor to the DON CIO for all eBusiness and smart card related matters. She managed all aspects of the issuance of 100,000 Common Access Cards, while eliminating stovepiped organizations, streamlining processes and overcoming significant resistance to this new technology. Ms. Hoffman began her career in Government service in 1983 with the Naval Surface Warfare Center (formerly the Naval Ordnance Station) in Indian Head, Md. Ms. Hoffman received her bachelor's degree in technology management from the University of Maryland and received her master's degree in management and technology from George Mason University. She is a graduate of the Federal Women's Executive Leadership Program. She is the recipient of the DON Meritorious Civilian Service Award in 2006, the Government Computer News IT Leader Award in 2006, and a 2009 winner of the Federal 100 Award, which honors leaders who are making a difference in government information technology.
