About the Person

William (Bill) Howell is chief information officer at the RAND Corporation. He is responsible for all aspects of information services, including information technology supporting cutting edge research; the global computing and networking infrastructure; ERP and associated business and administrative systems; as well as all commercial and custom developed applications. Howell joined RAND in 2012. Before coming to RAND, he was senior vice president and chief information officer at Accellent, a medical device manufacturer. Prior to Accellent, he spent 10 years in senior information technology positions at GlaxoSmithKline, Bristol-Myers Squibb, and Eli Lilly. Earlier in his career he was on the faculty of the Department of Computer Science at The University of North Carolina at Chapel Hill. Howell received his B.S. in computer science from Rensselaer Polytechnic Institute and his M.B.A. from the Fuqua School of Business at Duke University.
