Houston, TX-based U S Immigration Customs Enforcement has Promoted Thomas DeBiase as Acting Deputy Chief Information Officer  

 

About the Company

U.S. Immigration and Customs Enforcement is the principal investigative arm of the U.S. Department of Homeland Security (DHS). Created in 2003 through a merger of the investigative and interior enforcement elements of the U.S. Customs Service and the Immigration and Naturalization Service, ICE now has more than 20,000 employees in offices in all 50 states and 47 foreign countries.

 

About the Person

As the Acting Chief Information Security Officer for U.S. Immigration and Customs Enforcement, Mr. DeBiase is charged with leading the enterprise’s cybersecurity program and maintaining full compliance with the Federal Information Security Management Act (FISMA). Mr. DeBiase advises ICE’s Chief Information Officer and other senior program officials on the impact and importance of cybersecurity to ICE’s law enforcement mission. Mr. DeBiase leads a large and diverse team responsible for continuous monitoring, incident management and the mitigation of cyber threats.  By embracing a true risk-based approach, ICE’s cybersecurity program enhances the tactical and data sharing capabilities for DHS and its stakeholder community. Mr. DeBiase has over 15 years of information security and management experience.  In his first stint with ICE, Mr. DeBiase was the Section Chief for ICE’s Security Operations Center and Incident Response Capability.  He built the SOC/CSIRC in a model for DHS and truly one of the best in federal government.  In between his two stints with ICE, Mr. DeBiase served as the Group Information Security Officer at Citigroup, responsible for all information security activities for Citiholdings’ businesses.  He began his career at Fannie Mae as the Information Security Specialist where he developed and implemented an application security assessment program, managed and monitored the network intrusion detection systems, and established the corporate risk evaluation procedure for firewall and Internet Security environments. He moved through the ranks to ultimately serve as a manager in the Information Security Management department. Mr. DeBiase graduated from the American University with a Bachelor of Arts in International Relations and a Master of Science in Information Systems (With Honors).  Mr. DeBiase is a Certified Information Systems Security Professional and a current member of the Upsilon Pi Epsilon – National Honor Society for Computing Sciences.
