Salt Lake City, UT based Department of technology services appointed Stephen Fletcher as Executive director of Technology Services
To be a technology leader that delivers value and simplifies the lives of Utah residents. To provide innovative, secure, and cost-effective technology solutions that are convenient and empower our partner agencies to better serve the residents of Utah. DTS has established five pillars that represent the main areas of focus for the department in order to support our partner agencies with world class technology and excellent customer service.
Before 2005, the Chief Information Officer (CIO) for the State of Utah was an advisor in the Governor's office. Since the passage of the of the Information Technology Governance Act (HB109) in 2005, the CIO now oversees the newly-established Department of Technology Services (DTS) which administers the planning, execution and operations of all information technology services in Utah government. Under the leadership of CIO J. Stephen Fletcher, the Department of Technology Services has embarked on an unprecedented transition bringing all IT employees and resources for the State of Utah together in one agency to focus on an enterprise-wide approach to providing IT services. Under the auspices of HB109, DTS is better-aligned its IT services with the business goals of the state. This legislation better enables DTS to improve processes that increase services and reduce overall costs. This transition is not a consolidation; rather, it is about optimization. To optimize, DTS is changing the way the State does business - how it operates, manages, reports, and executes. These opportunities will continue to become evident as we further adopt a very process-oriented method of doing business. Moving forward together with the input and cooperation of each of the stake-holders in this process - the Governor, the Legislature, the agencies, advisory boards, and DTS employees - the transformation is continuing to a more team-oriented, accountable, and responsive organization.
