About the Person

Patricia Lacina, a member of the Senior Foreign Service, was appointed as the U.S. Department of State’s Deputy Chief Information Officer for Business, Management and Planning and Chief Knowledge Officer in July, 2013. She joined the Foreign Service in 1989 and has served overseas in Buenos Aires, Nairobi, Moscow, Bogota, Vienna, Brussels, Mexico City, Frankfurt, and Cairo. Domestically, Patricia previously served in the Bureau of International Organizations Affairs as the Office Director of Global Systems. During her Foreign Service career, she has held positions in nearly all management specialties. In 2012, she served as the U.S. Head of Delegation to the 25th Universal Postal Union (UPU) Plenipotentiary Congress in Doha, signing the new treaty on behalf of the United States. She has played a key role in many major projects, including a pilot for a new classification system for Locally Employed Staff, evacuation efforts in Egypt in 2011, and the European Bureau’s regionalization initiatives. Patricia holds a B.A. in Special Education and Spanish from the University of Northern Iowa and an M.A. in International Affairs from California State University at Sacramento. She is fluent in Spanish and Russian.
