Pacific Metrics is a growing research-based assessment technology company providing advanced online testing systems, world-class psychometric research, automated scoring and reporting, and a robust offering of assessment services backed by a team of experts. We have an exciting opportunity for an experienced Chief Technology Officer (CTO) to establish the vision and set the development strategy for competitively differentiated products and services for Pacific Metrics. The CTO will work closely with peers responsible for scientific research and service delivery. The CTO also oversees the team responsible for delivering Pacific Metric`s products on time and on budget, with the highest standards of quality. As a key member of the company`s leadership team, leading the largest department, the CTO provides strong technology leadership grounded in industry-leading expertise, and represents the company in public forums, on selected client engagements, and within industry associations.
Responsibilities:
Primary Accountabilities:
1. Establish vision and set development strategy for Pacific Metrics
• Establish the company`s technical vision.
• Develop comprehensive, consolidated strategies for development of products and support platforms, product management, and service design.
• Create, validate and execute new product road-maps.
• Plan and lead the development of new products and/or product enhancements.
• Determine practicality of product ideas based on projected costs and sales potential.
• Drive next generation product/service technology development in collaboration with the Research team and other company teams.
• Establish a pipeline of new ideas or concepts for future development through research and pilot projects to meet strategic objectives aligned to the missions of ACT Assessment Technologies and ACT.
• Oversee development of Scoring Technologies, Psychometric and Assessment development software tools and products for internal and external use.
• Automated scoring technology, including AI scoring of constructed responses and other item types in various content domains.
• Rules-based integration of automated and human scored components to efficiently deliver accurate, useful scoring information to customers.
• Development of psychometric and assessment development tools for test, form, and pool construction and optimization, scaling, equating, item selection, and associated assessment-related processes.
2. Lead the product and service delivery team
• Accountable for the administration and continuous improvement of overall assessment technology activities at Pacific Metrics, including management of the software engineering process, and delivery of high quality products.
• Create revenue growth due to new products or services.
• Ensure customer satisfaction with products or service.
• Manage a large team, providing day to day visionary guidance. Recruit, motivate and develop talent for optimal results.
• Oversee the software testing team.
• Build a data management function within the organization using modern SQL and no-SQL technologies and practices.
• Ensure that Pacific Metrics systems integrate internally and with customer systems according to modern architectural best practices (e.g. SOA).
• Deliver enterprise reporting and analytics capabilities for customer and internal use that scale to meet customer expectations.
• Ensure that enterprise information is secured and access is controlled using best industry practices.
• Select and manage strategic technology partners and vendors in collaboration with finance and service delivery executives.
• Oversee enterprise architecture for the company.
• Define and evolve technology standards and processes.
3. Design and implement the Data Services Technology Platform, including:
• Data processing for all products at scale needed for modern internet-delivered assessments.
• Reporting to customers and end users as well as assessment professionals within the company.
• Analytics associated with products and services.
4. Remain current on emerging technology and changes affecting the organization`s
products and future products.
• Continually evaluate new technologies and manage their introduction to the company.
Qualifications:
Education:
• BA/BS in computer science, mathematics, or related quantitative discipline required; advanced degree preferred
Prior Industry/Role/Experience:
• 7-10+ Years relevant work experience in progressively more strategic roles
• Leadership experience in Agile methodology, SDLC, Project and Program management for large scale, complex clients
• Familiar with cloud architectures, mobile-first desgin, service oriented architecture, microservice architecture, No SQL databases, and highly resilient system designs.
• Experience managing and developing direct reports and teams
Skills & Knowledge:
• Knowledge of educational technology, educational assessment, and software development industries
• Abreast of a broad variety of current and emerging technologies and trends and how they will affect the assessment industry, including ubiquitous computing, the internet of things, advanced pervasive analytics, context-aware systems, artificial intelligence, cloud and client computing, software defined applications and infrastructure, Web-scale IT, and risk-based security.
