Horseracing Integrity and Safety Authority

The Horseracing Integrity and Safety Act of 2020 established the Horseracing Integrity and Safety Authority (HISA), for the purpose of developing and implementing an Anti-Doping and Medication Control (ADMC) Program and a Racetrack Safety Program comprised of national, uniform rules and regulations to make racing safer for both human and equine athletes and strengthen the integrity of the sport. HISA will begin implementation and enforcement of the Racetrack Safety Program on July 1, 2022. The rules and national accreditation standards were drafted by a committee of independent and industry experts and have been through a multistage consultation, stakeholder engagement and public comment process culminating in its approval by the Federal Trade Commission (FTC).
