The Town of Winchester/City of Winsted is nestled in the mountains of Litchfield County and is noted as the Gateway to the Berkshire Mountains. Key Biscayne operates under the Council-Manager form of government in accordance with its Charter. Legislative authority is vested in a seven member Village Council consisting of a Mayor and six Council Members all elected at large and on a non-partisan basis. The mayor and the council members are elected by the electors of the Village for a two-year term. No person shall serve as mayor for more than two consecutive elected terms, and no person may serve on the council, or as any combination of mayor and council member, for more than eight consecutive years. The Council, as the legislative body of the Village, determines public policy to meet community needs and appoints a Village Manager who is responsible for administration of that policy and managing the Village`s departments and services. The Council also appoints the Village Clerk and the Village Attorney. The Council is responsible for the overall direction of the village and general welfare of Key Biscayne residents. Village Council elections are held on the first Tuesday after the first Monday of November, every even numbered year. To be eligible to seek office, a person must be a resident of the Village of Key Biscayne for at least one year and be a qualified elector of the Village. The members of the Village Council also serve as the Local Planning Agency. The Local Planning Agency was responsible for the development of the Comprehensive Master Plan. The Council sits as the Zoning Appeals Board. The Local Planning Agency was created by Ordinance 92-08 on February 25, 1992. Its purpose is to prepare the local comprehensive plan and conduct the comprehensive planning program. All meetings of the Local Planning Agency are public meetings and agency records are public. The Master Plan was adopted by the Village Council by Ordinance 95-8, September 12, 1995 and accepted by the Florida Department of Community Affairs on October 20, 1995.
