About the Person

As NJVC Chief Operating Officer, Mike Carr is responsible for all day-to-day company operations, including leadership of all customer facing programs, technology solutions and corporate capabilities, research and development, and the associated human capital. Mr. Carr joined NJVC in 2011 and previously served as the Chief Technology Officer. As CTO, he provided technology direction for solutions provided to its customers, including development of the company’s service offerings, as well as the company’s technology roadmap.    Mr. Carr joins NJVC after nearly 32 years of federal service at the National Geospatial-Intelligence Agency (NGA) and its predecessor agencies. In his most recent role, he was Director, Mission System Transition Office/Deputy Director, NGA Campus East. Mr. Carr defined, chartered and managed a highly technical organization engaged in engineering and transforming/transitioning system capabilities and provisioning new IT hardware and software in support of the BRAC-directed move to a new campus. He oversaw 200 people (government and contractor professionals), and engaged in the construction, fit out and transition of systems and 8,500 personnel to a new, state-of-the-art main campus—a nearly $3-billion project.   Mr. Carr previously was Chief Operating Officer, Enterprise Operations Directorate, where he managed IT operations for NGA and the National System for Geospatial Intelligence, including planning, programming, budget execution and daily operations. Mr. Carr oversaw an organization of more than 2,000 government and contract professionals, with an annual budget of more than $800 million.     Earlier, Mr. Carr was Director, Infrastructure Engineering Division, and Director, Infrastructure Services Divisions, in Enterprise Operations, and Director/Deputy Director, Acquisition Engineering, in Acquisition Directorate. He also held various other management positions at NGA’s predecessor agency, the National Imagery and Mapping Agency.   Mr. Carr earned his undergraduate degree from Salisbury State University. He completed a Special Security Studies Program at Syracuse University, and received his Department of Defense Executive Leadership Training certificate at University of Virginia and his Office of Personnel Management Leadership in Government 1 and 2 training at Merchant Marine Academy.
