About the Person

Mark VanOrden was appointed executive director of the Utah Department of Technology Services in October 2012. Prior to his appointment, VanOrden served as Acting Director. Under his leadership, DTS provides Information Technology (IT) services for the Executive Branch agencies and through those agencies to hundreds of thousands of Utah residents. DTS supports hosting, communications, application development, desktop support and IT purchasing for 22 agencies. Additionally, the State provides over 1,100 different online services to the residents of Utah, all managed through DTS. Utah was recognized in 2014 with an “A” grade in eGovernment by the Center for Digital Government. Utah was one of only three states that received this recognition. VanOrden began working in IT in 1978 as a computer operator. He started working for the State of Utah in 1982 as a programmer for the Department of Employment Security. He also worked as a project manager, systems analyst, application development manager and, in 2006, was asked to serve as the IT director for the Department of Workforce Services. In 2007, he received the Merril Baumgardner Award for his work in innovating workforce and unemployment technology. He managed the successful implementation of some of the State’s largest software applications including eREP, CUBS, CATS, UWORKS, Access Utah and others. These systems were recognized with many awards such as the State’s Best of the Best Award and the National Smithsonian Award for Innovation. VanOrden attended LDS Business College, Salt Lake Community College and the University of Utah. In 1994, he received his certificate as a Certified Public Manager. During his 35 years in the IT industry, he completed numerous technology courses and received certificates in multiple programming languages, project management, administration, Agile, etc. VanOrden was born in North Platte, Nebraska and moved with his family to Utah at the age of five. His family first came to Utah in 1848 with the Mormon pioneers. He and his wife are the parents of five children and grandparents of five wonderful grandchildren. Mark has a passion for presidential history and has enjoyed reading biographies on all 43 previous U.S. presidents. Mark enjoys playing golf and has been a loyal University of Utah sports fan since he was six years old.
