Job Summary: The Chief Technology Officer provides vision, leadership, strategic planning and oversight for information technology throughout all functions and locations of Louisiana State University and A&M College. The CTO will have superior technical skills and work collegially in the development of innovative technology solutions. This leader will have a clear vision of the comprehensive role of information technology in higher education, including administrative functions, student services, and academic programs. This person will have the ability to create synergy and increase effectiveness by merging the various technology efforts across campus into a highly functioning, center of service. The CTO will provide a continuous commitment to improving customer service and assuring the Information Technology Services Division is attuned to faculty, staff and student technology needs.
This position provides overall IT leadership for the Institutions. He/She will enhance and lead a team of highly skilled professionals to provide customer and technical services to the academic, administrative and student life activities of LSU. He/She will work in support of the Institutions` missions and strategic initiatives while maintaining financial efficiencies and technological effectiveness. Communications and providing consultative services to the leadership of LSU is an integral part of the IT leader`s role.
This position needs to work collaboratively with the Institutions` senior management, faculty leadership, and senior administrators in ensuring that systems support the collection and effective analysis of data, including the operations of the Enterprise Resource Planning (ERP) systems.
Job Responsibilities:
• The ideal candidate must have significant prior experience in managing technology organizations and delivery of technology services to both the administrative and instructional communities in a college or university.
• The CTO will serve as a focal point and service center leader for accessing, providing, coordinating and enhancing Information Technology facilities and services for LSU. The CTO will provide overall leadership in selecting new methods and establishing modern technology efficiencies across the campus and branch entities as well building on the current processes and practices.
• The CTO will have budgetary planning and management responsibility, including operating and capital budgets, through which judicious and demonstrably productive use of LSU`s resources is essential. He/She works on policies and procedures including acceptable use, information security, a technology refresh strategy, and service level reporting. He/She leads the IT and technical resources in defining an overall systems/technical architecture including standards, preferred products and services, and a single systems image.
• The CTO also supports a group of smaller institutions; this position must be creative in finding solutions and flexible in terms of support. Shared services, consortia and outsourcing should all be continually explored. He/she manages an applications portfolio and provides a rich information-reporting environment. This position is responsible for the integration of academic and administrative systems. This leader participates selectively in associations and industry groups.
• The CTO must have experience in higher education service delivery knowledge of the applications used to support administration and the technologies to enable instructional delivery, database management systems, voice and data network technologies and knowledge of emerging technologies such as web-portals.
• The CTO position balances the need for vision/planning with continual service/operations improvement and major transformation/innovation projects. Some of the required skill and experiences of this position are: Business process redesign, Systems analysis, Change management, Project management, Written and oral communications, Team-building, Coaching and staff development, Selling (to internal constituents)
• The CTO is responsible for working with the campus community to develop and communicate the status of technology plans and initiatives. The CTO is responsible for management of administrative and instructional technology support staff and is responsible for promoting and delivering quality service to the faculty, staff and students.
• The CTO will provide leadership in the development of distance education programs, training program for faculty and assisting in the development and delivery of web- based courses.
• The CTO will also be responsible for providing frequent status reports about major technology initiatives to the senior management and various campus constituencies.
Minimum Qualifications: Bachelor`s Degree and 10 years` experience in an IT environment where leadership was a major function.
Preferred Qualifications: Master`s Degree and leadership experience in an academic setting.
