Connect for Health Colorado is a non-profit entity established by a state law, Senate Bill 11-200, that was passed in 2011. The organization, legally known as the Colorado Health Benefit Exchange, is governed by a Board of Directors with additional direction from a committee of state legislators, known as the Legislative Health Benefit Exchange Implementation Review Committee. One way Connect for Health Colorado is funded is through a Special Fee Assessment, which is a general assessment on all health insurance plans in Colorado. It was originally put into law by the Colorado Legislature in 2001 to support CoverColorado, a program that provided coverage to the high-risk pool of residents who could not get health insurance due to pre-existing conditions.
