The City of Las Vegas was founded on May 15, 1905 and is home to more than 594,000 residents. The largest city in Nevada, Las Vegas is governed by Mayor Carolyn G. Goodman and six city council members. City Manager Elizabeth N. Fretwell, who was appointed by the city council, oversees administrative duties and the city’s more than 2,000 employees. Covering 133 square miles, the City of Las Vegas is building a world-class destination to showcase the best in arts, culture, entertainment and medicine by expanding the revitalization of downtown Las Vegas with projects like the World Market Center and Symphony Park. To create and encourage new development and redevelopment throughout the city, work is being done to increase and diversify the city’s economy and create jobs through business attraction, retention and expansion programs. Beyond the glitz and glamour, there is another Las Vegas for residents that is vibrant, affordable, economically and ethnically diverse and progressive where citizens feel safe, enjoy their neighborhoods and can access their city government. The city offers more than 70 beautiful parks, in addition to 10 public golf courses and 12 swimming pools for residents and visitors alike. The city also continues to make strides towards becoming one of the most sustainable cities in the world, focusing efforts on conserving water and energy, recycling and building city facilities to standards that have the least impact on the environment.
Joseph Marcella is the former CIO/Director; Department of Information Technologies for the City of Las Vegas. He has held this position since its creation by the Mayor and Council in 1997 through his retirement in 2015 . Mr. Marcella’s prior experience is primarily from the private sector serving as the Senior Vice President and Director of Information Systems at Norwest Bank (now Wells Fargo). He has logged over fifty (50) years in Information Systems and more than forty (40) in the management of business technologies. Mr. Marcella has been credited in both the private and public sectors with numerous “firsts”. Continuing this trend; the City of Las Vegas is one of a few government entities to earn an Oracle showcase designation. Las Vegas has been nationally recognized for its successful introduction and deployment of City wide enterprise systems, (well beyond the typical financials); Internet business services; e-Government delivery prowess; and its 4th generation interactive Web site (winner of the Center for Digital Government’s Best of the Web 2006, 2007 & #1 in the Nation in 2008). Accordingly, the City was distinguished as a US Digital City winner in 2013 and is currently ranked #5 on the US City Open Data Census Mr. Marcella served as a member of the UNLV Graduate Advisory Board and President of Nevada Society for Information Management (SIM). He chaired both the State of Nevada Entities Technical Alliance (SNETA) and the Governor’s Information Technology Advisory Board. He was honored as one of the Nation’s Top 25 CIOs - Doers; Dreamers and Drivers (2008); National Premier 100 IT Leaders (2015) and earned Nevada’s Top Tech Executive Award in 2012
