About the Person

Jim Smith has recently been appointed Chief Information Officer for the State of Maine. As such, he will direct and oversee all Information Technology policymaking, planning, architecture, strategy, and standardization throughout the state. He will provide central leadership and vision in the use of information and telecommunications technology on a statewide basis, and provide risk assessment on disaster and business recovery, and cyber security. Jim has been in the Information Technology field for over 30 years, and he has held senior IT leadership positions at Fortune 500 companies such as American Express, Sun Life Financial, and Unum Corporation. His background spans multiple aspects of IT, including development, operations, workforce planning, vendor management, strategy, and innovation. Jim has significant international experience, having overseen multiple projects in India, the Philippines, and England, and he has developed two technology operations in Ireland. Jim has a particular interest in workforce planning and in helping to develop and mentor the next generation of IT resources. At Unum, he created the ‘Tech Night’, where to date over 500 high schools students have learned about information technology careers. He has been married to his wife for over 37 years, and they have three grown children and one dog, Beowulf.
