Loudoun County has Sister County/City relationships with the county of Main-Taunus-Kreis, Germany; the city of New Taipei, Taiwan; Goyang City, Korea; Karsiyaka Municipality, Izmir Province, Turkey; and a Friendship City Partnership with Gangneung City, South Korea.
Jeffrey Biala's career spans from database analysis and quality assurance to business analysis and project management. Biala now serves as the Chief Information Officer for the Loudoun County Library Services, Biala oversees the technology department for 8 public libraries, serving about 340,000 people, covering 521 square miles for the most affluent county in the nation Previously, he has been the Director of a technology team, which includes project managers, software engineers, business analysts, and user interface designers. Working with Fortune 100 companies during his careers in market research and consulting, combined with his background in Microbiology and Anthropology, Biala’s background provides him with a unique perspective into managing information technology, from the back-end to the front-end. His excellence lies in cross-functional activities, tying several silos of business expertise together, creating synergies, designing successful business models and balanced business systems, then leading people who will put their plans into action. Biala has been involved in NORC’s largest survey projects from end-to-end, as well as the more current collaborative portals and knowledge management systems. He believes in strengths-based employee development which leads to an engaged and productive workforce. Biala begins by helping employees identify their strengths then helps employees align their strengths to the responsibilities and expectations of their roles.
