Kentucky is a southeastern state bounded by the Ohio River in the north and the Appalachian Mountains in the east. Its largest city, Louisville, is home to the Kentucky Derby, the renowned horse race held at Churchill Downs on the first Saturday in May. The Derby is preceded by a two-week festival and celebrated in a museum year-round.
On June 1, 2013, Jim was appointed by Governor Steve Beshear as Chief Information Officer for the Commonwealth of Kentucky. In this capacity he is the principal advisor to the Commonwealth on IT policy and is responsible for the Commonwealth’s IT strategic plan and IT policies. Jim is a member of the Governor’s Executive Cabinet and serves as the functional head of the Commonwealth Office of Technology. Prior to joining the Commonwealth of Kentucky, Jim was Deputy Commissioner for Information Technology & Telecommunications for the City of New York. In this capacity he led the implementation of multi-functional shared services, consolidation of the City’s data centers, and delivery of mobile and other innovative technology solutions to improve government productivity. Jim’s public sector background includes serving as CIO of the Chicago Transit Authority and Vice President of Technology & Information Services for the New York City Transit Authority. Prior to entering public service, Jim spent over 25 years in the heavy manufacturing industry including 6 years as the CIO for York International Corporation and 17 years as a Director of Information Systems & Services at Navistar International Truck & Engine Company.
