The Port Authority of San Antonio (dba Port San Antonio) is a public entity that was created to redevelop the site of the former Kelly Air Force Base in San Antonio, Texas. The site`s 1,900-acre (7.7 square kilometer) campus is the single-largest commercial/industrial property in Bexar County. Several public- and private-sector tenant customers lease former Air Force and newly-built facilities from the Port. The Port`s customers are principally engaged in aerospace/aircraft maintenance and completion (for both military and commercial/private aircraft), Department of Defense, logistics and manufacturing activities. The Port is regarded as a notable example of base redevelopment, and in 2010 it was named Base Redevelopment Community of the Year by the Association of Defense Communities—a Washington, D.C.- based group that supports the transition of former military facilities to serve other public and commercial uses. The Port is a political subdivision of the state of Texas. Its 11-member of board directors is appointed by each member of the San Antonio City Council. Though created by government, the Port is operationally independent. It has no taxing authority nor does it receive operational funds from any governmental entity. The Port has leveraged its large campus - a multi-modal logistics platform - and 10 million square feet of commercial/industrial facilities to attract over 70 public- and private-sector employers. These tenant customers directly employ 12,000 workers and generate an economic impact of over $4 billion annually, according to a 2013 study by St. Mary`s University`s SABER Research Institute. Additionally, the aerospace companies located at Port San Antonio generate $1.5 billion in economic activity annually.
The part of the lands once inhabited by the Podunk Indians saw its first permanent colonists in 1635, when Thomas Hooker and his followers came from Cambridge, Massachusetts, to found Hartford. The east side of the Connecticut River was at that time part of Hartford. Initially settled about 1640, early settlers here included William Goodwin, Thomas Burnham and William Pitkin. The first petition by residents to establish a separate Town was rejected by the General Assembly in 1726. Several more petitions were submitted between that year and 1783, when the Assembly at last gave its approval to the incorporation of East Hartford. The Town then received its Charter from the State of Connecticut on land area taken from the City of Hartford. Today, the Town of East Hartford is governed by a strong Mayor form of government. The Charter empowers the Mayor to govern the Town in cooperation with an elected nine-member Town Council and Town Treasurer. The Chairman of the Town Council is also the Deputy Mayor and his powers include the power to approve and adopt the Annual Budget, the power to enact ordinances, the power to fix penalties and fines, and the powers of subpoena and investigation.
