Rivada Networks is a leading designer, integrator and operator of wireless, interoperable public safety communications networks. Following the events of 9/11 and Hurricane Katrina, Congress allocated dedicated radio spectrum in the 700 Mhz band, to US public safety. The legislation allows for non-priority access to the spectrum for competitive commercial users. Rivada`s core technology, Dynamic Spectrum Arbitrage Tiered Priority Access (DSATPA) works out to the very edge of the network, allowing public safety absolute priority access with instant (millisecond) pre-emption in the event of an emergency situation – thus guaranteeing first responders access to the highest quality bandwidth capacity at the moment they need it most. Meanwhile, in the extended periods of time when the public safety broadband network has significant extra bandwidth to spare, DSATPA allows that capacity to be dynamically auctioned in a fully competitive `on demand` process to competing commercial entities – providing more choice and availability to industry and consumers while generating essential revenue for the public safety mission. DSATPA is a game changer for the way in which spectrum is consumed, maximising the efficiency of the radio spectrum bandwidth resource and unlocking the potential for more extensive high capacity broadband networks. Rivada has served public safety for a decade, helping to meet their unique and critical communications challenges. Clint Smith, P.E is currently the CTO for Rivada Networks and has extensive experience in all aspects related to fixed and mobile wireless telecommunications including senior management, system design, project management, budgeting, implementation, operations, and sales. Clint is a well known technical author having written numerous books and articles on wireless communication. The current books published by McGraw Hill include Wireless Network Performance Handbook, 3G Wireless Networks (1st edition), LMDS ,Wireless Telecom FAQ, Practical Cellular and PCS Design, Cellular System Design and Optimization, 3G Wireless with WiMAX and Wi-Fi, and 3G Wireless Networks (2nd edition) Clint has been awarded numerous patents related to public safety and has specific design and operational experience with LTE, CDMA/1xRTT/EVDO, GSM/GPRS/EDGE, WCDMA/HSPA, TDMA, iDEN, AMPS, LMDS, WiMAX, WiFi, Microwave PtP, and Public Safety Communication Systems. Some previous positions Clint has held include, VP Engineering for CCS, Director for Planning with Cingular, Director of Engineering for NYNEX (Verizon) and Senior Engineer with Motorola. Clint holds a Masters in Business Administration from Fairleigh Dickinson University, and a Bachelor of Engineering degree from Stevens Institute of Technology. He is also a registered professional engineer in NY and NJ, sci-fi author, member of IEEE, APCO, Authors Guild, Radio Club of America (RCA), Boy Scouts of America (BSA), Volunteer Firefighter, and an adjunct professor at Stevens Institute of Technology.
