Carlos Solari is the Chief Information Officer for Mission Secure where he is responsible for cyber defense. As CIO, he plays an active role in supporting the company’s strategic initiatives, and cyber defense capabilities for the company, its products, services and customers. He is an experienced leader in the world of information technology and security bringing a mix of highly sensitive government experience and also positions of high trust and responsibility in the private sector. His principal contribution has been leadership in IT and InfoSec – understanding the needs of the business and getting a team of people to achieve a vision systematically tracking with the discipline of science and metrics – of standards and collaboration. This was his role as a senior executive for the FBI, as CIO for the White House and as the Vice President and General Manager of Global Security Solutions for CSC. This view is shared in the book that Solari wrote with colleagues called Security in a Web 2.0+World where he looked at the coming decade in IT transformation including the move to mobility, cloud computing, virtualization, and social networking with an analysis of what it means to the challenges of Information Security. Mr. Solari has been involved in some of the most sensitive operational roles in the US government, and also in the private sector for large multi-national companies. At CSC he led a globally deployed team of over 1400 cyber security experts in support of private and public sector accounts for Fortune 500 and critical infrastructure companies. His team was recognized by Forrester with a designation of “leader” in the managed security services provider (MSSP) space. At Alcatel-Lucent he led a team of scientists, research and quality engineers first in Bell Labs then later for the whole company to integrate quality, security, reliability in the technology that Alcatel-Lucent brought to market. As former CIO of The White House and all the offices of the Executive Office of the President he led a complete overhaul of the IT infrastructure and key business applications. At The White House recognized achievements included selection as Federal Top 100 IT Executives for the work done in Enterprise Architectures. This role had typical elements of CIO responsibilities but also involved unique aspects that only come with this particular office where the highest levels of national security apply. Earlier in his career, he was a Senior Executive for major IT programs at the FBI, responsible for a variety of national security programs including a nationally deployed system for counter-drug operations that later became the FBI’s intelligence database. He also served as Program Executive for the creation of the FBI’s command center called the SIOC. These assignments had national impact including setting up the first instance of FBI cyber security functions and serving the IT systems at the US Embassies overseas (positions called LEGATs). More recently, Mr. Solari has turned his rich background to consulting and to the classroom serving as an adjunct professor for George Mason University. Mr. Solari is a retired Major from the U.S. Army, where he served 13 years earning the Army Ranger Tab and Paratrooper wings. He received a B.S. from Washington and Lee University and an M.S. in Systems Technology from the Naval Postgraduate School.
