Purpose of the Job
The CTO is responsible for developing the Credit Union`s long and short range technology strategy including planning for core systems, key best-in-class applications, payments and related systems operability and integration consistent with Truliant`s mission. The CTO is a proven technologist who provides internal and external leadership resulting in Truliant enjoying competitive advantages in providing technology platforms to serve our member-owners and their needs. The CTO is fully engaged in the review and study of future technologies and is able to develop appropriate plans for transition from or substitution of current systems. In addition, the accompanying initiatives, objectives, policies and procedures associated with IT compliance, risk management, and operational efficiency are in the scope of the position. This includes network services, information security, telecommunications, help desk operations, web development, system operations, database administration, application development, and enterprise solutions. Communication and building support for technology applications across the Truliant enterprise while avoiding the creation of operational silos is key. As a member of the Chief Planning Team (CPT), the CTO will, together with the CPT, assist in developing and implementing the short-term business goals derived from the strategic process.
Essential Functions and Responsibilities
• Serves as a member of the CPT, providing strategic input into the long-and short-range technology plans in collaboration with the CPT, the Senior Management Team (SMT), and the Board of Directors.
• Provides consistent external and internal leadership to Truliant in discovering, analyzing, assessing and implementing technologies that can improve or create amazing service, increase efficiency, lower costs, and build competitive advantage.
• Provides long-range observations in the context of serving Truliant`s mission to CPT and Board regarding future technologies like cloud-based computing, Blockchain processing, alternative payment systems and others yet to appear that provide the basis for our strategic decision-making.
• Directs the operations and continuing development of all related information technology functions to ensure future credit union growth and effective service delivery in order to maintain high levels of member satisfaction and strong member relationships.
• Directs the Enterprise Solutions and other divisions to support the organization`s core system best-in-class applications, and other technology-driven systems as are needed to support the strategic and business plans.
• Assume proactive leadership in systems risk assessment, mitigation, and reporting. Provide interface with regulators regarding information and systems risks. Report on risk profile and regulatory compliance to the CPT and Board of Directors.
• Provides guidance and support to all direct reports in the areas of budgeting/forecasting, long-range planning, visioning, strategy development, human resource planning, process improvement and service quality.
• Participates in developing the Credit Union`s Strategic Plan, Annual Business Plan and Budget.
• Embraces and models the Truliant commitment to improving member-owners` lives. Provides C-level leadership in supporting our communities through select opportunities to engage.
• Develops an annual operating budget for all managed departments which is consistent with strategic plan goals and objectives.
• Participates in the annual performance review process, including writing and conducting staff performance and future focus conversations.
• Facilitates alignment and collaboration by sharing the goals and expectations throughout the organization that support inter-departmental collaboration.
• Engages with the broader IT community and to stay current on the evolving IT environment and contributes to the leadership/governance of that community

• Knowledgeable of systems design & development, including core systems used in the financial services space, online applications, and web-based systems, voice and data communications technologies, security methodologies, open architecture systems, common programming languages, open-source software, business intelligence, and data analytics
• Familiarity with and experience in use of cloud-based systems including knowledge of security applications
• Knowledge of limitations of legacy core systems and interface requirements for operating key, best-in-class, non-core, support programs
• Knowledge of techniques designed to reduce frequency, duration, and impact of common business disruptions particularly as they relate to branch/contact center operations, electronic services and telecommunications
• In-depth knowledge of systems design methodologies, web and communications technologies, IT security methodologies, IT practices/trends in the financial services industry and operating policies
• Extensive knowledge of SQL, Oracle, .net, and open source programming
• Knowledge of non-traditional payment systems and internet mobile applications including advanced security features
• Strong project management skills including large system conversions and new system installations
• Able to build, retain and manage a highly-skilled and motivated team including both technical personnel and senior staff at the Vice President level
• Must be able to work collaboratively with the CPT, SMT and others across the organization to achieve genuine buy-in and desired outcomes
• Must have affinity for mission-driven, consumer-centric strategic focus resulting in superior member service and valuable guidance
• Track record of successfully managing change, process improvement, and operational performance
• Excellent communication skills in English, both verbal and written
• Strong PC skills, with intermediate knowledge on Microsoft Excel, Word, and Outlook
• Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation, or government law
• Able to identify and evaluate business threats and opportunities
• Able to work under pressure of time deadlines and in ambiguous circumstances
• Ability to read, absorb and utilize numerous business-related publications and industry data
• Resourceful and well organized, with strong attention to detail
• Flexible and able to shift resources and priorities as required
Education and Background
• A Bachelor`s Degree in Computer Science or related field required, related Masters or MBA preferred
• Must have a minimum of 5 years` experience in Information Technology management, with at least 5 years of that experience at the senior level
• Experience with systems conversions
• Experience with cybersecurity threat recognition and state-of-the-art prevention tools and techniques
• Experience in managing large internal and external databases
• Experience in managing IT disaster recovery and coordinating with enterprise business continuity plans
• Demonstrated experience in directly managing resources related to virtual computer hardware platforms, operating systems, storage devices, and computer networks
• A working knowledge of the fundamentals of the financial industry preferred
