Tampa Sports Authority is the manager of Raymond James Stadium and three city golf courses as well as the landlord for George Steinbrenner Field and the Tampa Bay Times Forum. The Authority was created May 28, 1965 by Governor Hayden Burns for the purpose of planning, developing and maintaining a comprehensive complex of sports and recreational facilities for the Tampa Bay area. TSA's goals and mission statement are essentially the same 46 years after its creation, and the scope of the Tampa Sports Authority’s involvement in various projects is constantly expanding. TSA was originally created as a public agency by Chapter 65-2307, Laws of Florida, on May 28, 1965, and as such is an Independent Special District. The Tampa Sports Authority is exempt from Federal and State Income Taxes under provisions of the Internal Revenue Code and Florida Income Tax Code, respectively. Capital Grants are received annually by the Tampa Sports Authority pursuant to Cooperative Agreements with Hillsborough County and the City of Tampa. In accordance with the Cooperative Agreements, unexpended appropriations are refunded to the county and city at the end of the year.
