The City of Capitola sits on the shores of the Pacific Ocean along Monterey Bay. Located just 35 miles southwest of San Jose and less than two hours’ drive from San Francisco, “Camp Capitola” began as a popular beachfront tourist destination. Today the City maintains those roots and has added a vibrant commercial district and several distinct residential neighborhoods. Nearly 10,000 people call Capitola home, and countless more visit to enjoy both its natural beauty and other attractions. Capitola Village faces a wide beach, with a breathtaking view of Monterey Bay adjacent to the mouth of Soquel Creek. The Village has welcomed visitors for nearly 150 years and is home to numerous boutiques, galleries, and restaurants. Concerts fill Esplanade Park and the beach with music throughout the summer. Each Labor Day weekend, the Begonia Festival brings flower-draped floats to the creek and a sand castle contest to the beach, along with other family-friendly activities. Each fall the Village also hosts the Capitola Art & Wine Festival, which features more than 200 artists and nearly two dozen area wineries. The wharf and Capitola Historical Museum offer year-round diversions. On the opposite side of the creek from the Village, the City has a public library, several well-used parks and established neighborhoods. Further west, the commercial district along 41st Avenue is home to the only indoor mall in Santa Cruz County and more shopping, hotels, and dining.

As of 2000 U.S. Census, the county had a population of 3,400,578 (though a 2007 estimate placed the population at 4,011,475), making it the most populous county in Texas and the third most populous county in the United States. The Maryland Office of People`s Counsel (OPC), created in 1924, is the oldest utility consumer advocacy office of its kind in the United States. The People`s Counsel is appointed by the Attorney General, with the advice and consent of the Senate, and acts independently of the Maryland Public Service Commission (PSC) and the Office of Attorney General. OPC is a State of Maryland agency, yet works independently to represent Maryland`s residential consumers of electric, natural gas, telecommunications, private water and certain transportation matters before the PSC, federal regulatory agencies and the courts. Every day OPC`s staff members address issues affecting the cost, quality of service and adequate supply of these utility services. As such OPC`s advocacy touches the lives of every resident of Maryland. OPC functions primarily as a law office, employing a staff of 19, and retains expert consultants to provide technical assistance and expert testimony. These consultants are highly qualified accounting, engineering and economic experts who provide technical assistance, prepare reports and appear as expert witnesses before the PSC and federal agencies. These experts are absolutely critical to OPC`s ability to represent consumers. Because it is a state agency, funding for OPC is included in the state budget proposed by the Governor and approved by the General Assembly. However, the State`s General Fund is fully reimbursed for OPC`s expenses from revenue collected in the Public Utility Regulation Fund. These revenues are collected from all regulated utility companies and licensed energy suppliers.

A majority of OIG`s resources goes toward the oversight of Medicare and Medicaid — programs that represent a significant part of the Federal budget and that affect this country`s most vulnerable citizens. OIG`s oversight extends to programs under other HHS institutions, including the Centers for Disease Control and Prevention, National Institutes of Health, and the Food and Drug Administration. OIG carries out its mission using a multidisciplinary, collaborative approach, with each of our six components playing a vital role. A nationwide network of audits, investigations, and evaluations results in timely information as well as cost-saving or policy recommendations for decision-makers and the public. That network also assists in the development of cases for criminal, civil and administrative enforcement. OIG also develops and distributes resources to assist the health care industry in its efforts to comply with the nation`s fraud and abuse laws and to educate the public about fraudulent schemes so they can protect themselves and report suspicious activities.
