South Bend Empowerment Zone

In the spring of 2019, The Indiana State Board of Education approved the creation of the South Bend Empowerment Zone due to persistent and chronic low levels of student achievement and growth. The South Bend Empowerment Zone is comprised of Wilson, Warren, Harrison, and Coquillard Elementary schools, and Navarre Middle school. Our charge from the SBOE is to dramatically transform student achievement and growth at our schools over the course of the five-year intervention.

Upper Valley Career Center

The Upper Valley Career Center provides career and technical education for high school students and post-secondary education for adults. Over 800 high school juniors and seniors are gaining skills in 27 career fields. High school students earn a diploma from their home/associate school. Through their Upper Valley Career Center course of study they will have the opportunity to earn a career/tech certificate, industry credentials and college credit. If they qualify for an apprenticeship or advanced placement they also have the potential to earn thousands of dollars. Each high school program provides a clear and direct pathway to post-secondary education. Many students graduate with college credit in their career field and many earn additional credits through dual enrollment and PSEOP. Life-long learning is the key to career longevity. That is why Upper Valley Career Center provides a broad spectrum of Adult Education opportunities as well as Adult Basic and Literacy Education and customized workforce development. Participation in full-time training may be funded with PELL grants, WIA, and TAA dollars. Graduates of full-time programs earn college credit and benefit from articulation agreements with state and affiliated institutions. The Adult Division operates under the authority of the Ohio Board of Regents and is ACCSC Accredited.
