The HFA was established in 1979 to stimulate and expand homeownership and rental housing opportunities in Washington, D.C. We accomplish our mission by issuing housing mortgage revenue bonds that lower the homebuyers` costs of purchasing homes and the developers` costs of acquiring, constructing and rehabilitating rental housing. The Defense Commissary Agency, which is headquartered at Fort Lee, VA., operates a worldwide chain of commissaries providing groceries to military personnel, retirees and their families in a safe and secure shopping environment. Authorized patrons purchase items at cost plus a 5-percent surcharge, which covers the costs of building new commissaries and modernizing existing ones. Shoppers save an average of more than 30 percent on their purchases compared to commercial prices – savings that amount to thousands of dollars annually when shopping regularly at a commissary.
