The Chief Human Capital Officers Act of 2002, enacted as part of the Homeland Security Act of 2002 (Pub. L. No. 107-296) on November 25, 2002, required the heads of 24 Executive Departments and agencies to appoint or designate Chief Human Capital Officers (CHCOs). Each CHCO serves as his or her agency’s chief policy advisor on all human resources management issues and is charged with selecting, developing, training, and managing a high-quality, productive workforce. The CHCO Act also established a Chief Human Capital Officers Council to advise and coordinate the activities of members’ agencies on such matters as the modernization of human resources systems, improved quality of human resources information, and legislation affecting human resources operations and organizations. The Council is composed of the Director of the Office of Personnel Management (OPM), who serves as chairman; the Deputy Director for Management of the Office of Management and Budget (OMB), who acts as vice chairman; the CHCOs of the 15 Executive departments; and the CHCOs of 12 additional agencies designated by the OPM Director. Additionally, the Council has an Executive Director who coordinates and oversees the activities of the Council. The Arkansas Administrative Statewide Information System (AASIS) is the state acronym for the Arkansas implementation of SAP ERP. The AASIS Support Center (ASC is responsible for ensuring the AASIS and PBAS systems comply with and support policies and procedures promulgated by the DFA Offices of Budget, Personnel Management, Accounting, State Procurement, and the Division of Employee Benefits. On behalf of the Department, the ASC provides user support and training for approximately 30,000 state employees and over 200 state Agencies, Boards and Commissions.

Arranged around a central column, the Hall represents the coming together of the provinces and territories to form a country. The many carvings that adorn this circular arcaded entrance foyer illustrate such Canadian values as peace, integrity and justice. Like Confederation Hall, the House of Commons is a meeting place. Representatives from every corner of the country come together in the Chamber and committee rooms. They bring their constituents` ideas and concerns to share with their fellow Members of Parliament.
