The Massachusetts Health Policy Commission (HPC), established in 2012, is an independent state agency charged with monitoring health care spending growth in Massachusetts and providing data-driven policy recommendations regarding health care delivery and payment system reform. The HPC`s mission is to advance a more transparent, accountable, and innovative health care system through independent policy leadership and investment programs. The agency`s main responsibilities are managed by HPC staff and overseen by an 11-member board of commissioners. HPC staff and commissioners work collaboratively to monitor and improve the performance of the health care system. Key activities include setting the health care cost growth benchmark; setting and monitoring provider and payer performance relative to the health care cost growth benchmark; creating standards for care delivery systems that are accountable to better meet patients` medical, behavioral, and social needs; analyzing the impact of health care market transactions on cost, quality, and access; and investing in community health care delivery and innovations.
Kentucky Public Pensions Authority (KPPA) is a multi-billion dollar retirement system serving 394,940 state and local government employees and retirees. The Commonwealth of Kentucky provides retirement benefits for state and county employees through the KPPA. KPPA consists of the Kentucky Employees Retirement System (KERS), County Employees Retirement System (CERS), and State Police Retirement System (SPRS). State employees, employees of local health departments, eligible employees of regional state universities, and other agencies qualified under state law participate in KERS. The mission of the California Emergency Medical Services Authority is to ensure quality patient care by administering an effective, statewide system of coordinated emergency medical care, injury prevention, and disaster medical response. The EMS Authority is charged with providing leadership in developing and implementing EMS systems throughout California and setting standards for the training and scope of practice of various levels of EMS personnel. The EMS Authority also has responsibility for promoting disaster medical preparedness throughout the state, and, when required, coordinating and supporting the state`s medical response to major disasters. Emergency and disaster medical services in California are rooted in the skills and commitment of the first responders, EMTs, nurses, physicians, and administrators who deliver care to the public and operate the system.
