The Defense Commissary Agency, which is headquartered at Fort Lee, VA., operates a worldwide chain of commissaries providing groceries to military personnel, retirees and their families in a safe and secure shopping environment. Authorized patrons purchase items at cost plus a 5-percent surcharge, which covers the costs of building new commissaries and modernizing existing ones. The U.S. Government Publishing Office (GPO) was created by an Act of Congress on June 23, 1860 and opened its doors nine months later on March 4, 1861. With 1,700 employees, GPO is the Federal Government’s primary centralized resource for gathering, cataloging, producing, providing, authenticating, and preserving published U.S. Government information in digital and tangible formats.
