Office of Personnel Management`s history begins with the Civil Service Act, signed in 1883, ending the spoils system and establishing the Civil Service Commission. The Commission, led by the energetic Teddy Roosevelt, laid the foundations of an impartial, professional civil service based on the merit principle – that employees should be judged only on how well they can do the job. In 1978, the Civil Service Commission was reorganized into three new organizations: the Office of Personnel Management, the Merit Systems Protection Board, and the Federal Labor Relations Authority. Each of these new organizations took over a portion of the Civil Service Commission’s responsibilities, with OPM responsible for personnel management of the civil service of the Government.

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery, and security. Managed network services include the states wide and local area networks, voice, cable and wiring, and conferencing services. Both categories of services are provided as shared services through a public-private partnership called the Georgia Enterprise Technology Services (GETS) program. A Multisourcing Service Integrator is responsible for coordinating and overseeing the delivery of services by multiple providers. GTA is responsible for service provider oversight and management as well as governance.
GENESEE COUNTY is located in western New York State. The County is 550 square miles with a population of 60,370 as of the 2000 census. The County is divided into thirteen towns, six villages and the City of Batavia, the county seat. Genesee County is located midway between the major urban areas of Rochester and Buffalo. Except for Batavia, the County is quite rural. Genesee County has New York State`s highest percentage of classified farmland, three of the top 100 vegetable farms nationwide and is first in agriculture sales statewide. More that two-thirds of Genesee County`s acreage is used for agriculture and employs more than 1,500 workers. The county also has rich mineral deposits of gypsum, limestone, natural gas and salt. Hundreds of small business are scattered throughout Genesee County; the top eleven manufactures employ between 200 to 400 workers each. Genesee County is a non-chartered county and the government consists of the elected nine-member Genesee County Legislature and the appointed County Manager who is responsible for overseeing and coordinating 28 County Departments. Genesee County also operates Genesee County Airport, Genesee County Nursing Home, Genesee County Forest and Parks, and supports the Holland Land Museum and the Genesee Chamber of Commerce. The County operates on a calendar fiscal year.
