General Description:
Establishes and directs the strategic vision for Information Technology (IT) department supporting and enabling HPP`s strategic objectives. The CTO will establish HPP`s enterprise architecture aligning business and technical capabilities into a clear and comprehensive vision with implementation strategies and delivery roadmaps. Works collaboratively with senior and executive management to communicate advancements in technology within the healthcare industry and propose ideas to innovate within HPP`s business model to advance our position within the marketplace. Business units include, but are not limited to IT strategic Planning, IT relationship management, Digital strategy and services, emerging technologies Research & Development (R&D), IT Architecture and solution blueprinting.
Key Job Requirements:
Education: Bachelor`s Degree (or higher) in information services or a closely related field is highly preferred with at least 10 years experience in an IT managed care and/or healthcare/health insurance environment, with a minimum of 7 years operating at a senior or Officer level position having broad oversight of IT related functions.
Skills/Abilities: Demonstrated experience in managing applications programming, complex IT operations, as well as professional and technical staff is a must. Expert process and project management experience. Strong leadership, influencing, negotiation and analytical skills. Strong conflict resolution and independent decision-making ability. Effective customer service skills and orientation. Experience in developing and managing budgets, including IT capital budgeting projections required. Experience in managing cross-functional teams. Strong team skills and the ability to work effectively with internal and external groups as part of various initiatives. Excellent organizational, interpersonal, time management and communications skills. Demonstrated expert knowledge of PC based applications such as Excel, Access and Word, as well as the highest level of understanding of the capabilities and limitations of information systems as they pertain to server technology and mainframe systems.
Primary Accountabilities:
Enterprise Architecture (EA) & technology strategy: In partnership with cross-functional business units, the CTO will establish the enterprise architecture and technology strategy to enable opportunities to achieve strategic objectives. The CTO will bring new ideas from the health IT market place to augment and improve the business strategy. Such ideas include, but not limited to electronic medical records (EMR), Health Information Exchanges (HIE), Consumer Engagement Technology, Patient Engagement, Mobility and other wearable devices. The CTO will establish collaboration with senior management to make strategic choices on technologies to increase HPP`s market position.
IT strategic planning, IT relationship management: Lead proactive product and solutions evaluation that align with HPP strategy for cross-functional teams including sales, marketing, provider networks, customer service, medical management and administration. Work with cross-functional IT teams to establish a multi-year plan with iterative deliverables and inter-dependency across programs to ensure the highest return for the solutions. The CTO will be responsible for tracking the company application and technology portfolios and assisting project teams to shape architectures consistent with platforms, roadmaps and standards.
Emerging technologies and innovation: Identifies new technology innovation areas by staying engaged with the healthcare industry, HPP and other research and development initiatives Drives the piloting and prototyping of new technology initiatives and works with the rest of the technology and other partner organizations on productizing chosen technology initiatives.
IT standards, policies & procedures: Create, manage and improve IT standards policies and procedures to support the business growth and technology solutions in collaboration with cross-functional teams. This includes, but not limited to policies and procedures related to architecture, data, integration, vendor relations, technology standards related to development, QA, testing and operations and security and HIPAA compliance. Ensure the company`s internal technological processes and customer-facing services comply with community expectations and applicable laws and regulations for privacy, security, and social responsibility.
Enterprise program governance: Responsible for defining and providing oversight of enterprise programs within the HPP strategic transformation roadmap. The CTO will work in close partnership with investment governance to maintain alignment of the transformation roadmap and corporate objectives.
