The people of Abilene are dedicated to the principle of local self-government, under law, as interpreted by the light of reason, and have established a municipal government capable of efficiently translating the wishes of the voters into effective administration as promptly and economically as possible. The first Abilene Charter went into effect in 1911. Abilene is a home rule city. It has all powers granted to home rule cities by the constitution and laws of Texas. The municipal government provided by the City Charter is known as Council-Manager Government. GENESEE COUNTY is located in western New York State. The County is 550 square miles with a population of 60,370 as of the 2000 census. The County is divided into thirteen towns, six villages and the City of Batavia, the county seat. Genesee County is located midway between the major urban areas of Rochester and Buffalo. Except for Batavia, the County is quite rural. Genesee County has New York State`s highest percentage of classified farmland, three of the top 100 vegetable farms nationwide and is first in agriculture sales statewide. More that two-thirds of Genesee County`s acreage is used for agriculture and employs more than 1,500 workers. The county also has rich mineral deposits of gypsum, limestone, natural gas and salt. The Federal Railroad Administration (FRA) is an operating administration of the U.S. Department of Transportation and was created by the Department of Transportation Act of 1966 (49 U.S.C. 103, Section 3(e)(1)). The purpose of FRA is to: promulgate and enforce rail safety regulations; administer railroad assistance programs; conduct research and development in support of improved railroad safety and national rail transportation policy; provide for the rehabilitation of Northeast Corridor rail passenger service; and consolidate government support of rail transportation activities.
