II. MAJOR POSITION RESPONSIBILITIES:
1) Ensures that the Board complies with applicable laws, regulations, directives and internal controls.
2) Creates and sustains an organizational culture of integrity and high ethical values and which is conducive to staff to provide a high quality of service. Enables others to acquire the tools and support they need to perform well through focused coaching, feedback, and development efforts.
3) Facilitates an employee development framework that matches employee development activities to the ever changing needs of the function, the division, and the Board; emphasizes the value added by employees to the organization in a wide variety of areas rather than a narrowly defined skill set; and provides employees with skills that may allow them to more easily move around the organization.
4) Approaches problem situations with a clear perception of organizational and political realities and recognizes the impact on the various parts of the organization (both Board and Division) of alternative courses of action.
5) Identifies and takes steps to prevent potential situations that could result in unpleasant confrontations. Manages and resolves conflicts and disagreements in a proactive, positive, and constructive manner to minimize negative impact and maximize the productive efforts of staff.
III. KNOWLEDGE/EDUCATION/SKILL REQUIREMENTS:
1) Advanced degree in related field required. Must have demonstrated skill in managing or coordinating a variety of organizational units and differing interests.

3) Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands. Must be able to anticipate and meet the needs of clients while maintaining high-quality end products.

IV. PERSONAL RELATIONSHIPS:
1) Has frequent contact with members of the Board, both in discussions and through memoranda, regarding matters pertaining to area of responsibility.
2) Has regular contact with all staff in the branches to stay connected to the pulse of the division, provide leadership, and act as a role model.
3) Has frequent contact with senior staff and other professionals in the division, elsewhere at the Board, and the Reserve Banks regarding matters pertaining to area of responsibility.
4) Has frequent contact with individuals from other federal agencies, international organizations, and in the private sector regarding the subject matters in area of responsibilities.
V. INTERNAL MANAGEMENT RESPONSIBILITIES
1) Participates in the development of the division`s strategic plan, goals, and budget. Recommends program objectives and their priorities for area of responsibility.
2) Provides guidance, coaching, and feedback to, and conducts performance reviews for direct reports. Ensures same is provided to all branch staff.
3) Responsible for accomplishing approved program objectives for area of responsibility within the financial and personnel resources allocated by the Board and the division`s senior management.
4) Recommends personnel actions involving promotions, re-classifications, merit increases, and reassignments or separations in area of responsibility.
VI. POSITION DEMANDS:
1) Ability to communicate effectively, both orally and in writing, to the Board and individual members thereof, senior Board staff, other Board and Reserve Bank staff, and staff at other government agencies and in the private sector on complex and technical matters.
2) Ability to be an effective spokesperson and advocate for the Board and the division in outside contacts, which may involve significant business dealings.

VII. DIVISION SPECIFIC REQUIREMENTS:
The deputy director, along with the other senior division officers, is responsible for setting the tone of the division, actively demonstrating and supporting the division`s core values and goals, exhibiting strong leadership, and engaging division staff in achieving the division`s objectives. The deputy also provides the strategic direction and leadership of the reporting branches to ensure the division`s high standards of customer service are achieved and maintained, that the division`s integration goals are achieved, that changes to the operating environment that might affect the branches are anticipated and proactively planned for, and that branch`s staff and management teams receive the coaching, training, and guidance required to achieve and exceed performance expectations for their job requirements. Additionally, the incumbent is responsible for ensuring that all services provided by the branches are performed in conformance with all relevant laws, regulations, rules, policies, and procedures, and that all projects and special efforts within the function follow project-management best-practices.
VIII. JOB SPECIFIC DUTIES AND RESPONSIBILITIES:
1) Oversees the direction, effectiveness, and efficiency of the Human Resources and Technology Services functions, providing guidance and leadership as needed to ensure the division`s customer service, integration, innovation, communication, and risk management goals are met.
2) A solid grounding in human resources and technology, and a comprehensive knowledge of the Board`s operations.
3) Serves as the Board`s Accountability Officer. Participates in Continuity of Operations (COOP) planning for the division and the Board and plays a key role in preparing for and restoring Board operations following a contingency situation.
4) Ability to develop and maintain networks and alliances, engage in cross-functional activities, collaborate across organizational boundaries, and find common ground with a widening range of stakeholders.
5) Plans, organizes, and controls the daily operations of the division in providing Board-wide services in all service areas of the branch. Coordinates and ensures implementation of administrative policies and procedures of the Board.
6) Extensive knowledge of the Board`s functions and the responsibilities of the Reserve Banks and other financial regulatory agencies preferred.
7) Identifies and keeps up-to-date on key rules, regulations, and policies as well as economic, political, and social trends (both internal and external) that affect the organization. Understands near-term and long range plans (of the division, the other divisions, and the Board) and determines how function operations need to be positioned to ensure the Board is able to meet its objectives effectively and efficiently and while maintaining its budgetary independence.
