PURPOSE OF JOB:
The Director of HR will have broad knowledge of HR best practices and laws and providing oversight regarding all hospital-based human resources functions benefit development/administration, employee relations, compliance, recruiting and retention, training, and performance administration as well as budgeting and forecasting. This position will be responsible for overseeing the HR operations and staff. The Director of Human Resources will develop, implement, and consistently enforce HR policies and procedures in accordance with best practices, Hospital values, and JCAHO, state, and federal laws and regulations. The Director of HR will provide guidance and direction to managers and employees on employee relations issues in addition to ensuring that HR policies and procedures are effectively communicated and consistently enforced. The Director of HR will work with the VP of Human Resources in recommending HR initiatives and will work with the HR team in effectively implementing appropriate policies and programs. In addition, it is important for the Director to help create an environment and culture that enables the Hospital to fulfill its mission by meeting or exceeding its goals, conveying the hospital mission to all staff, holding staff accountable for performance, motivating staff to improve performance and being responsible for the operation of the department, measurement, assessment and continuous improvement of the department`s performance. Develop effective HR strategies in relation to Hospital strategic plan.
II. ESSENTIAL FUNCTIONS:
1. Provide oversight and consulting regarding all hospital-based human resources function, including recruitment, selection, training, employee relations, human resources related policies and procedures, employment law, retention and employee benefits.
2. Direct and plan the group benefit programs; investigate new benefit programs, improve existing programs, supervise and design all Associate benefit plans; provide analytical and technical support in the delivery of the benefit program; ensuring compliance with all Federal and state regulations.
3. Ability to develop HR strategy and vision to support business strategies and goals of the Hospital.
4. Evaluates and compares Hospital benefits with those of other Healthcare organization. Lead the Hospital`s population management for employee benefits. Assists the VP with the development of budgets for responsible areas and implement the strategic departmental goals and objectives.
5.Provide support to VP of HR for special reporting and auditing needs. Monitors and tracks QA HR initiatives.
6. Develop, review and implement various human resource procedures to ensure programs are in compliance with federal/state regulations. Assist team with developing, coordinating and improvement of workflow in various programs.
5. Monitor the Hospital`s Worker`s Compensation and Associate Safety providing management/directional input.
Job Qualifications:
A. Education: Bachelor degree in a related field required; CEBS, PHR or other relevant Human Resource Certification preferred
B. Experience: 5-7 years experience in Human Resource management required, preferably with an strong emphasis on employee benefits and Human Resource regulatory affairs. Strong analytical and problem solving ability to provide support for the various benefit plans; Expertise in all Microsoft Applications.
C. Other Skills: Ability to deal effectively with others inside and outside organization at all levels, using tact, diplomacy, discretion and judgment. Excellent communication skills and organizational ability. Must be able to maintain confidential information.
D. Ability to anticipate, think strategically, and challenge appropriately
E. Excellent operations, project management, and leadership capabilities
F. Ability to design and implement responsible and effective programs, systems and initiatives
G. Demonstrated ability to direct and successfully manage multiple, diverse projects on time and within budget
