Duties
In partnership with and under the general direction of the Human Resources Director, the Human Resources Supervisor manages and coordinates a variety of programs and activities of the City`s Human Resources Division including recruitment, selection, classification, compensation, employee relations, policy and procedure, budgeting, and development and implementation of division goals. The City employs 641 full-time and over 200 part-time and seasonal employees working in a wide range of occupations in six departments. The Human Resources Supervisor will plan, prioritize, supervise, and review the work of professional and administrative support staff; provide training, motivation and guidance to assigned staff and collaborate with other HR staff in the development and implementation of goals and objectives for the division; administer recruitment and selection programs and coordinate activities with departments; monitor processes and practices for legal compliance; advise managers and supervisors in employee relations matters, policy interpretation, discipline and performance management; develop, interpret and apply human resources policies and procedures; administer the City`s classification and compensation systems including job descriptions and compensation plans; compile and analyze salary and benefit data and prepare or review recommendations resulting from that analysis; participate in the development and administration of the City-wide and divisional annual budget; forecast funds needed for staffing and other functions; oversee specialized human resources/payroll and budgeting systems; maintain employee pay and benefit records; conduct a variety of organizational and operational studies and investigations, recommend modifications to HR programs, policies and procedures as appropriate; analyze employment laws and their effect on City operations; research a broad range of human resources trends and innovative practices and programs and evaluate benefit and viability for the organization; prepare statistical and analytical reports; assist in implementation of communication strategies for dissemination of HR-related information to employees; stay abreast of trends and innovations in the field of human resources; serve as a staff resource and HR representative on a variety of boards and committees; provide highly responsible and complex professional support to the Human Resources Director.
Qualifications
Bachelor`s degree from an accredited college or university with major course work in human resources management, business administration, public administration or a related field plus four (4) years of increasingly responsible human resources program management experience including one (1) year of supervisory experience. Public sector HR experience preferred. Professional HR certification such as PHR, SPHR, SHRM-CP or SHRM-SCP desirable. Knowledge of: principles of supervision and training; operations, services and activities of a public human resources program; human resources administration theory, principles and practices and their application to a wide variety of human resources areas; principles and practices of employee relations; statistical analysis and comparison; applicable Federal, State and local codes, laws and regulations. Ability to: lead, direct and coordinate work of assigned staff; prepare and administer budgets; provide direction to City management and employees on a broad range of human resources issues; prepare clear and concise administrative and financial reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; use various software and computer systems including advanced spreadsheet applications and online applicant and workforce administration programs; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with a wide range of individuals and group contacted in the course of work. Physical Conditions: work is performed primarily in an office environment and is generally sedentary; primary functions require physical condition necessary for sitting for prolonged periods of time, light lifting, some travel from site to site, extensive use of computer keyboard.
