Scitor, using program managers who had dealt with this same situation, proposed an innovative approach to reorganizing their staff to enable them to transform to achieve their mission. We developed several alternatives and created a complete transition plan. The customer followed the plan, right down to the job skill descriptions Scitor developed. Scitor improved mission performance for one agency, while reducing the costs of the overall program.
