The PAISBOA Health Benefit Trust (HBT) is a consortium of independent schools, colleges, and universities within the state of Pennsylvania. The PAISBOA HBT is a self-funded entity, organized as a Multiple Employer Welfare Association (MEWA). While the HBT was established by and exists for the benefit of its member institutions, it is governed by a dedicated Board of Trustees who are elected by the members to ensure that the needs of all of the enrolled participants are represented.
